Untangling Policy Mishaps

A number of economic and health policies adopted during the COVID-19 pandemic have been rendered partially or fully ineffective due to offsetting actions from private individuals, resulting in policy mishaps. This article demonstrates that these policy mishaps are the result of not one, but several types of policy conundrums entangled with one another, creating a complex policy challenge. It also provides a sketch of what a comprehensive policy package should look like.

 

Financial Sector: Single vs Multiple Regulators

The possibility of friction, even conflict, as a result of the functioning of multiple regulators overseeing different segments of the financial sector does not make a convincing case for a single all-powerful super-regulator on the lines of the arrangement in the UK. A more satisfactory solution to the problem would be to devise an institutional mechanism for conflict resolution.

The roots of India's prolonged economic stagnation and the glimmer of hope that one notices on the horizon today cannot be fully understood if one ignores the variables that conventional analysis has taught us to ignore - the social norms, culture, beliefs, and the fabric of social interaction.
