The states that will suffer the maximum revenue impact if the expected goods and services tax collections do not improve in the coming years, are identified. The pre- and post-GST buoyancy of the states is compared to understand the possible outcome. The likely revenue requirement for servicing the accumulated special market borrowings of the union government is assessed.

After Pulwama: War Widows and the Construction of Veer Nari in India

India has the highest number of war widows in the world, and yet there is little research on the lived experiences of war widows in India. Upon the death of an army officer, his wife is ensured a pension only if she remains unmarried within the family or marries the living eligible heir of her deceased husband’s family. The widow of an armed forces member who has laid down his life for the nation, whether in war or in a military operation is termed a “veer nari”. This essay looks into the state’s oppression through its influence on the family, and an ultimate control over a war-widow’s agency and sexuality.

Dynamics of Land Acquisition

The Supreme Court’s judgment on 31 August 2016 to return the acquired land to farmers with compensation in Singur, West Bengal brought euphoria to the displaced farmers in Barnala district, Punjab. Since no project has been initiated on the acquired land in Barnala after 10 years, land acquisition should be cancelled by the Supreme Court taking suo motu cognisance. This article highlights how, in a high-handed manner, farmers’ land was grabbed by the politico-corporate lobby under the guise of land acquisition.

This is with reference to the article “Clinical Trial-Related Injury: Note on Formula to Determine Compensation” (EPW, 4 April 2015). We would like to clarify that we had submitted the article to EPW in May 2014.

This article provides a detailed critique of the formulae to provide compensation to subjects of clinical trials who may suffer serious adverse effects during their participation. The present formulae used by the Central Drugs Standard Control Organization display a lack of medical ethics and disregard the accepted norms.

Kargil War Widows

The rural social situation in north India, complete with its strict social norms, joint family system, patriarchal structure, low education levels and custom of levirate received a jolt following the payment of huge sums of money as compensation to the 'Kargil widows' of 1999. Not only did it change the dynamics of rural families but the Kargil war widows came to constitute a distinct social category. Compensation accorded them a higher status in the family and society, equipped them with greater economic security, even as the prevailing patriarchal structure of rural Rajasthan continued much the same as before.
