But in fact the rules it contains can be, and are already being enforced. A parliamentary debate on December 5, 1979 passed the White Paper with only a few minor amendments, and any further parliamentary discussion now will merely confirm it. A new level of racism has been introduced into British legislation. It has been done not through the backdoor but with the deliberate self- righteousness of official policy.
