Government as Employer Its Role, Limitations and Implications

When the government deals with emoluments and benefits" it tries to emulate a model employer; when it deals with the question of employment it tries to be an employer of the last resort. In the first exercise, it increases the cost per individual and in the second it increases the number of individuals.
