Foreign Collaboration in Public Sector

P Mohanan Pillai This paper discusses the nature of foreign collaboration in the Indian public sector. It attempts a comparison of foreign collaborate in the public and private sectors with a view to assessing whether the public sector has been successful in securing better terms and conditions for the transfer of technology and thus promote the objective of Self-reliance.
