Case Study of Swarai Tractor V V Bhatt The characteristic feature of the development process since World War ll has been the deliberate assumption by the State of the function of regulating the pace and pattern of socio-economic development.1 In a large number of LDCs, the State is also playing an active rote in promoting and managing enterprises in the manufacturing sector. The functioning and growth of these enterprises depend on the decisionmaking process in the public sector. This process of decision making, which is complex enough in the private sector, is inevitably much more complex in the public sector.2 This case study of the Swaraj tractor has been undertaken with a view to understanding the pro- blem of decision-making in public manufacturing enterprises in India.
