Welcome First Step to Much-needed Change
While welcoming the Mihir Shah Committee report for seeking to bring about a very important change in the current institutional structure of water management in the country, this article draws attention to some of its major shortcomings. It also observes that some of the report’s recommendations need a word of caution.
On 21 July 2015, replying to a dicussion in the state assembly, Maharashtra Chief Minister Devendra Fadnavis said,
The state which we say has 40% of the large dams in the country ... the situation of that state is that 82% of the agriculture is rainfed ... We shifted our entire focus away from water conservation ... and we started running after big projects ... big projects are necessary, I am not of the opinion that we don’t need them … but our topography, hydrology, geology ... if we don’t think of all these and plan what we need to do accordingly, then we find ourselves in a situation in which we are today.1
