Does Access to Educational Institutions Signify Gaining Quality Education?
The Annual Status of Education Report has been instrumental in understanding the education trends in rural India. The ASER 2022, published after a gap of four years, draws attention to the aftermath of the COVID-19 pandemic on the primary and middle school education. While an increase in the enrolment rate is an encouraging observation, declining foundational learning abilities is a grim development. Drawing inferences from the major findings of the report, this article suggests the need for renewed collective efforts from the state, teachers, parents, and neighbourhood community to meet the new educational challenges.

The citizen-led rural household survey titled “Annual Status of Education Report (ASER)” provides rich insights into the state of rural education in India. In the last couple of years, ASER has gained wide recognition for mapping the trends over time and assessing the quality of the rural education system. The survey covers almost all rural districts of India, while generating estimates of children’s enrolment status and foundational skills at district, state and national levels. According to Hallinan (2006: 4),
the collection of carefully designed, nationally representative surveys of schools, teachers, and students … permit analyses that trace the trajectory of student’s experiences and the influences of schools on student outcomes throughout a student’s career in school.
