Kneading the Critical Mass

Arshad Hussain’s current visit to Peking is, from all available accounts, regarded by both China and Pakistan as an event of unusual significance. The Foreign Minister of Pakistan has not only been accorded the very special welcome that Peking reserves for its friends, he has also had a meeting with Chairman Mao. The visit will no doubt end with a reaffirmation of the two Governments’ determination to remain friendly; they will also surely reiterate their common belief that India must give up some of its territory to Pakistan. It will not be necessary for Pakistan to publicly support China on any of its own foreign policy problems. From Peking’s point of view Pakistan is still a critical mass which can set off the much desired explosion in this part of the world. ...
