Social sector expenditure of all states together rose fivefold from Rs 1,33,700 crore in 2002-03 to Rs 6,52,300 crore in 2012-13 (BE). Its share in total expenditure rose from 32.6% in 2002-03 to 40.0% in 2012-13 in aggregate for all states. However, during the period six out of 28 states (Arunachal Pradesh, Jharkhand, Kerala, Mizoram, Nagaland and Tripura) witnessed declines in the share of social sector expenditure in the total.
