An Ultimatum from the LTTE Velupillai Prabhakaran, the leader of the Liberation Tigers of Tamil Eelam (LTTE), has finally and unambiguously made it clear that he has no interest in a federal solution to the Tamil question in Sri Lanka. Federalism, or some form of regional autonomy, has always been the only possible option to meet the demand of Sri Lankan Tamils for self-rule without dividing the country. This was also the basis of the most recent peace process between the Sri Lankan government and the LTTE mediated by Norway. There was, however, always a question mark over LTTE acquiescence in a federal project. The question mark showed up bolder when the LTTE withdrew from the 2002 Oslo Declaration, a joint commitment by the Sri Lankan government, LTTE and Norway to explore a solution to the conflict along federal lines.
