Public Enterprises and Bureaucracy THIS has reference to Ramaswamy R Iyer's comments (August 20, 1994) on my paper on 'Public Enterprises and Private Purposes' (May 28,1994). I have read with interest his ideas on PEs particularly because he was a senior bureaucrat at the ministry of chemicals and fertilisers. I address myself below to those aspects which specifically concern nrty paper.
