First and the most important for developing countries, to what extent has private initiative to be supplemented by state intervention for creating an efficient financial structure? Second, given the structures of the financial system, is there any scope for public authorities to influence or suspend the operation of market forces in order to promote saving, investment, and allocative efficiency in the system?
