More on Operation Flood THE hypothesis of 'the systematic and substantial impoverishment of millions of families' under the Operation Flood programme freshly propounded by Winin Pereira (EPW, September 29) has both elements of intense cynicism and casual empiricism. No rational citizen can sincerely deny the inherent and substantial changes and benefits to both the milk producers and the consumers brought about by Operation Flood programme launched in 1970. Our statistics based on a constant monitoring and evaluation of the programme indicate that in the last fiscal year 1989-90, the cooperatives procured 10.06 million litres of milk per day for which the farmers fetched Rs 4.17 per litre. With this the total income itself amounts to Rs 1,531 crore per annum.
