problem with the express aim of justifying the centre's rule and the attendant misuse of security forces in suppressing the state's democratic rights the Punjab crisis now presents a constitutional problem. It is not that the thinking has altered very much on what the solution should be. It is just that the pursuit of the old and discredited solution is being obstructed by the Constitution. President's rule, extended by Constitutional amendment with a view to deferring any concrete action, terminates in November. The centre can either amend the constitution once again or hold elections. Clearly the centre is more interested in extricating itself from the constitutional cul-de-sac than in searching for a solution to the Punjab problem. Its response and that of the other major parties points to this conclusion.
