Evading the Real Issues IT is unfortunate, but equally inevitable perhaps, that the debate on the Eighth Plan, up to the present stage of its formulation at any rate; has come to centre almost exclusively on the overall growth target that should be set for the plan. Here the government has been caught in a bind of sorts. After claiming, on the basis of the growth rates of just a couple of years, that the economy had moved to
