Afghanistan and Human Rights A G Noorani IT might perhaps be necessary for the government of India for "reasons of state" to turn a Nelson's eye to the Soviet military presence in Afghanistan. But need that drive it to try to prevent UN inquiries into the state of human rights in that unfortunate country? This is precisely what the government of India has done over the years in regard to the UN's special rapporteur Felix Emacore's inquiries. The press has shown little interest in the proceedings. Emacore's reports"have been barely mentioned. All too few have cared to comment. Nor have our intellectuals shown any concern about the plight of innocent Afghans.
