THE recommendations of the fourth Pay Commission for Central government employees, made public this week, throw interesting light on the direction of socio-political development of the country. The third Pay Commission, which had reported in 1973, had betrayed some recognition that the technical content of government is nearly as important as its administrative content and had sought in a very limited way to narrow wage differentials between the two sets of personnel.
