August 24, 1985 estimates all point to growing black incomes through time, relatively as well as absolutely. Although the Institute's own estimates relate to 1975-76,1980-81 and 1983-84, the impressions of the Institute and of others, and other estimates relate to years from 1960-61 to 1979-80. While one cannot establish even very roughly the cause-effect relationships quantitatively on this subject, it would seem that at least some factors which may account for black income growth operated less vigorously during 1975-76 to 1980-81 (largely the period of Emergency under the Congress government and the period of the Janata government) than during the earlier period. Thus, for example, in general during that period inflation was lower, tax compliance was better, and controls were fewer than during the earlier period
