December 15, 1984 The economic potential of the region is difficult to explore and mine because of climatic and transport problems, and the costs are prohibitive. Also, differences over sovereignty and royalty claims remain. (Countries have used high and low tactics to legitimise their claims- issuing stamps, setting up permanent stations, recording marriages and births and so on.) The principle of unanimity on every decision is a hurdle although this has been side-stepped by laying down that collective decisions would not prejudice conflicting claims. At the same time, the fact that the Treaty expire in 1991 and that the Law of the Sea Convention can be extended to cover this area makes it necessary for the Treaty parties to establish a new regime.
