It would be forced to economise on imports, do without some imported equipment and some impoited luxury goods, and, therefore, almost as a natural process, cross over to a technology which was both import-saving and biased in favour of the poor. The poor do not iimport colour television sets for the simple reason that tney cannot afford to. Since the shift in technology would then' be bound to be lacour-using, the prospects of empioyiment would suddenly jump for these poor.
