Limits to Growth

AFTER rising by 3.4 per cent and 14.5 per cent in the preceding two years, agricultural production declined by about 10 per cent in 1979-80. Despite this setback, however, the government's Economic Survey for 1979-80, released earlier this month, contends that "there is considerable evidence of growing strength and resilience in Indian agriculture" and further that "this testifies to the basic soundness of the strategy for agricultural development adopted since the late sixties".
