manoeuvres that finally led to the overthrow of the earlier UDF government in March 1975 were managed by the Congress and Nagaland had the 'distinction' of going through the entire period of Emergency under President's rule; and the even more clear victory won by the UDF when elections were finally held in November 1977 was clearly a slap in the face of the Congress. That score still remains to be settled.
