It is not clear when such a proposal was made, or by whom, but the report suggests that the move to wind up the Jute Corporation of India (JCI) was part of the persistent lobbying by the jute Industry which, has been arguing that the JCI has become a 'white elephant' since it was incurring huge losses every year
