ONE looks forward to the annual report of the central bank of a country for objective analysis of the state of the country's economy. If, however, the central bank merely attempts to justify its own actions and those of the government and also to dress up natural happenings to look like well thought out economic policy, objectivity becomes 'a casualty. The Reserve Bank of India's Annual Report for 1977-78 is a case in point.
