THANKS to the chief ministers' conference last month, newspaper readers in the country have been treated to a surfeit of statistics on crime. These statistics show that the incidence of violence directed against scheduled castes has risen sharply. However, it is impossible not to be struck by the selectiveness with which the Union Home Ministry's passion for data- gathering has been expended. While so much statistical information has been presented on crimes against scheduled castes, there is not even a stray figure of punishment of these crimes.
