It was obvious all along that the Janata party's vague notions of development of labour-intensive industries .and of achieving a decentralised pattern of industrial growth would come to nothing without drastic changes in property relations and in the distribution of economic power in society. And since no such thing was on the cards, it was inevitable that the Janata party and government would end up pursuing the same economic policies as the Congress.
