Ten days after the Prime Minister's broadcast, there is widespread doubt that in the prevailing situation it is possible for the people to express their sovereign will and choose the government they want freely and without hindrance. Ten days in this case are not a very short period of time, since the gap between the government's announcement of the decision to hold elections and the actual poll will be less than 60 days and the time available to parties and candidates for filing their nominations and for electioneering will be considerably lesser still.
