Also, some of the very poor people who do not have any house, are usually excluded from the sample. Such deficiencies in coverage distort the picture of income distribution obtained from survey data" (p 193). It is likely that the more prosperous the year the more the possibility of the richer incomes getting excluded from the sample studies; hence the illusion of declining inequality.
