Also, in the governmental structure that emerged, the Pathet Lao control was undisputed. In the cabinet of the Provisional Government of National Union, headed by the neutralist Prince, Souvanna Phouma, the communists had Phoumi Vongvichit, the dynamic Pathet Lao leader, as one of the deputies. And in the Joint National Political Council, the body created to suggest policies and organise elections, the communist leader, Prince Souphanouvong, was the president. Because of their weak military position the rightists could not prevent the communist dominance of the coalition.
