Budgeting Mix Romesh Thapar EVEN as we wait patiently for the voting patterns which will emerge When some 150 millions have cast their ballots in Nagaland, Manipur, Pondicherry, Uttar Pradesh and Orissa, our thoughts are naturally half focused on the budgeting which will also be done before the end of the month. Parliament has covened for this marathon session which may be more significant than all previous sessions since the ascendancy of Indira Gandhi, The stock markets continue "cheerful" despite the choking of the economic system. There's little else for an inflated currency to do except find reflection in various markets. All other avenues of investment are blocked either by restrictive policies or by "ceiling'* threats. The black money sticks to the essentials of consumption, grabbing here and releasing there, at a profit. Naturally, one wonders, what sort of budgeting Finance Minister Chavan and Railway Minister Misra are going to do in such a situation.
