areas; at the other end, the public sector will have to stretch itself to provide the means of social consumption in the form of public health, education, etc. The field of industry proper would thus he left open to the private sector and here it .should be left free to invest and produce as required by market forces. So the investment threshold for licensing should be moved from Rs 1 crore to Rs 5 crores; and a large number of industries should be delicensed altogether. The corporate tax concessions should be extended to practically every industry worth the name and the development rebate surrogate, to come in the next budget, should be all-embracing, flow this scenario fits in with the banning Commission's juggling of the consumption levels of the top 30 per cent and the bottom 30 per cent of the population or with the Prime Minister's protesta- tions against the "proliferation of consumer goods or sources which benefit only a certain section" is, of course, quite another matter.
