since the super elite has to bow down before the political power of the regional or common elite and the latter has to accept the technical competence and superior knowledge and skills of the former. (This is, in fact, a reflection in the educational sphere of the contradictory yet complementary relationship between the big bourgeoisie and the technocrat-bureaucrats on the one hand and the affluent peasantry and emergent middle castes on the other; both need each other to keep themselves in the saddle.) There will no doubt be attempts to tackle piecemeal one or the other of the more glaring inequities or inefficiencies in the educational system, but no radical- transformation will be undertaken. The Education Commission's Report will be left on the shelf to gather dust like all the preceding reports.
