The undoing of the Naxals, on their part, has been that while they built up, in an incredibly short time, a fantastically efficient underground organisation and recruited into their ranks human material of such high quality as the communist movement in the country has rarely known before, they were completely isolated from all mass movements and mass organisations. Consisting almost exclusively of guerilla squads, they moved secretively and acted terroristically, as a result of which they were incapable of doing ideological or organisational work among the masses, especially among the industrial working class. The Naxals required a wing to participate in mass struggles and do educational and propaganda work among the masses, a wing they did not have, and it is in this sense that the CPM mass fronts were potentially complementary to the guerilla front of the Naxals.
