SLOWLY but steadily, the subcontinent appears to be moving towards a tripartite conference to sort out the problems left over by the December war. Relations between India and Bangladesh remain cordial and both governments appear to be keen to strengthen them, as the Treaty of Peace, Friendship and Co-operation indicates. Bhutto also has succeeded in conveying to India his desire to have a different pattern of relationship with New Delhi and whatever might have been the mental resistance in the Foreign Office to a dialogue with Pakistan, it can be assumed that the Pakistani President's visit to Moscow has helped to break it.
