American Concern for Kashmir (From a Special Correspondent) THE deliberations of the Security Council are always tinged with a shade of unreality. This is because everyone, including the speakers, know that whatever the pious platitudes uttered or the resolutions passed there, no effective steps are taken by the UN unless there is at least a tacit agreement among the big two over the course of action. Moreover, when it comes to backing the resolutions with military action, this can be done only with the support of at least one of the two major powers.
