November 6, 1971 MAHARASHTRA New Posture on Land Ceilings MAHARASHTRA'S Chief Minister, V P Naik, recently startled his critics, both within the Congress and outside, by announcing the state government's intention to lower the ceiling on agricultural land holdings and to change the unit of holding from the individual to the family. The government, he said, would promulgate an ordinance to give effect to these proposed changes. However, there was no commitment as to when the ordinance would be issued. And though there was an assurance that it would be issued by the present government, this was taken to mean that the amendments to the state's land ceiling act would be the responsibility of the new government after the elections in February 1972.
