While it does not formulate plans at the commodity level, it has selected policy instruments which operate largely at that level This policy of extremely heterogeneous and ad hoc favours to exporters cannot he said to have been a dazzling success, looking at the growth of exports. But it is difficult to say why it has not worked unless one looks at its effects at the micro level This is what we propose to do in the present paper. For this purpose we have selected an industry the growth of whose exports is highly impressive. But as we shall show, the growth has been achieved in spite of rather than because of government policy.
