THE Congress (R) AICC's second session was held in New Delhi last week, almost six months after the first one held in December 1969, But, as with the December session, this too was essentially a non-event. Not that the six- month period did not allow time for enunciation of policy. Government had sufficient scope for giving a positive direction to economic policy in three major events: the budget was presented at the end of February; the new licensing policy was announced in April; and in May the final version of the Fourth Plan was published. In addition, with the passing of the bank nationalisation Act, Government was free to take up post-nationalisation follow-up measures
