It had seemed clear even then that the two measures could hardly solve the basic ills of the caustic soda industry which were reflected in its high cost structure. And today, as the industry stands decontrolled and there are no imports, the built-in imbalances of caustic soda manufacture and its high costs continue, and may plague consumers, through high prices, till well beyond the Fourth Plan.
