This was the more surprising because of the known programmes of the Department of Atomic Energy (DAE), the only one that does not rind a place in the Draft Fourth Plan is the second 200 MW unit of the Madras atomic power station. Its inclusion would have upped the Plan allocation for atomic energy by about Rs 60 crores. But it was not, one suspects, the problem of finding this amount of money that determined the Planning Commission's decision.
