Non-Essential Consumption-Implications for Resource Use

RECENT literature on development planning has emphasised two important constraints on development programmes undertaken in developing countries, viz, (a) the importance of optimally utilising the limited foreign exchange resources (limited mainly because these countries are characterised by stagnant export earnings), and (b) the problem of mobilising domestic resources for capital formation.
