Science in Vacuum ALL the loud noises emanating from New Delhi about science and science policy add up to the compassionate feeling that science is a good thing, and that there should be some scientists about for cultural effect, if nothing else, CSIR's silver jubilee and the holding of the CASTASIA session in New Delhi have been a real coming- out party. Where do the debutantes and their chaperons go from here? It is heartwarming indeed to hear about self-reliance and exchange of technology between the developing countries but what is the content of these grand phrases 7 A science policy, like any other policy, must have objectives and priorities, given which, the staffing, financing and marketing can be sorted out. While the key decisions are political, it is doubtful whether the scientists themselves have explained the various choices . open. Of the choices that were open so far, we opted mainly for import of physical equipment and later its fabrication here with repetitive foreign collaboration involving recurring outflows of foreign exchange. These were believed to be cheap and quick solutions. Experience has shown that the remedy has not been cheap (witness our high cost structure) and its quick action has been visible only in cash outlay and installation of physical capacity. If the emphasis has to shift from material equipment to that intangible called technological knowledge, then the talk should be not of airy self-reliance but selective import of technology on lump sum terms with the minimum of recurring payments and foreign control over its subsequent diffusion, together with arrangements for making the most effective use of both imported and domestic technology. It is not essential to make or be able to make everything so far imported. We have to gel the best value for total outlay, be it on tangibles or intangibles.
