Agricultural Price Policy

V M DANDEKAR argues in his "Critique of Dantwala" (March 16, 1968, p 456) that, owing to the non-coverage of rural consumers by the system of public distribution based on procured foodgrains, "the terms of trade between the rural and the urban sectors and consequently between the agricultural and non-agricultural sec-tors are affected against the interests of the agricultural sector". This happens, according to him, because "The consumers . . . of the marketed supplies, predominantly in rural areas, are asked to buy in the open market at the prices higher than what would have prevailed in the absence of pro-curement".
