August 17, 1968 GUJARAT Demand for Eight Wonders LACK of clear division of responsibility between the States and the Centre in economic matters confers a great political advantage on State governments. For every promise unfulfilled, they can somehow always shift the blame to the Centre. It is not only the non-Congress or inefficient State governments which suffer from the complex that the Centres step-motherly treatment is at the root of all their major economic problems. Even the Congress-controlled, politically stable, efficiently administered, and relatively prosperous State of Gujarat is a victim of this persecution complex. Other States complain against the Centre in very general and vague terms; Gujarat turns its stability and efficiency to account by expressing its resentment on specific economic issues. What it seeks from the Centre is clearance of certain projects which will speed up its progress.
