District-by-District Analysis of Prospects THE LIST of Congress candidates from Gujarat is out and it can be taken as final for all practical purposes. The Central Selection Committee is the final authority but it is unlikely to substantially change the list. The list of Swatantra party candidates will be out by the end of October. The Janata Parishad, which is the label for the communists, is not able to form its selection committee. But Janata Parishad, P S P, S S P and Jan-Sangh are not all-Gujarat parties in the sense in which Swatantra is. They have only pockets of influences.
