In Maharashtra, opposition MLAs recently resigned en bloc from the Assembly, More important, feelings run high on the question in the State Congress itself and no Congress leader can afford to ignore them. Already the opposition charge that the State Government was dragging its feet was beginning to sound convincing, particularly as the protracted negotiations between Chief Ministers Naik and Nijalingappa dragged from one predictably infructuous meeting to another.
