If the Government did not want to take either of these courses, it should have taken heart from the free availability of cloth and removed the ceiling on cotton prices and the price controls on popular varieties of cloth. It did neither and so put itself helplessly at the mercy of millowners, jubilant in their newly acquired strength and unprecedented achievement of unity.
