ASEAN and Malaysia, who made the arrangements, did not appear to have a clear idea of what the meeting was to be about; whether it was to be between ASEAN and the EC or between its individual members or both. A member of the European delegation said his government was uncertain until the last minute about what ASEAN had planned for it.
