The so-called new strategy of agricultural development certainly shows awareness of the core of the agricultural problem. But it does not provide against possible failure to achieve the ambitious targets set for it. The draft Fourth Plan had implicitly assumed the success of the new strategy and had based its perspective for the rest of the economy on this optimistic assumption.
